Dr. Sweeney is a graduate of Dartmouth College and Tufts University School of Medicine. He received all of his post-graduate medical training at the San Antonio Uniformed Services Health Education Consortium. He served in the United States Air Force for 9 years. He has ABIM Board Certification in Gastroenterology.

He coached youth basketball for many years but has recently spent more time curling and is a past president of the Anchorage Curling Club. He is a Fellow of the American College of Gastroenterology and American Gastroenterological Association. He has served on the Medical Executive Committee at Providence. He served as the Governor for Alaska for the American College of Gastroenterology (ACG) from 2017-2023 and as the Region 5 (Western states) Counselor from 2021-2023. He has also served on the membership and legislative committees of the ACG.

He has a journalism history and worked at a well known independent paper in college and was a blogger for the Anchorage Daily News for many years. He takes great interest in the subject of health care costs and how they may be able to be controlled through intelligent legislation.
